Background Story
The client is a leading referral hospital in Rwanda, located in an upscale area of Kigali, with 18,000 square meters of floor space distributed over four floors and an additional 2,285-square-meter extension. The hospital provides highly specialized medical care, including disease diagnosis and advanced treatments. As part of the Energy Efficiency Lighting Appliances (EELA) project, the client reached an agreement with a leading ESCO to implement an energy efficiency retrofit aiming to reduce around 337,616 kWh. The project included the installation of solar water heaters, energy-efficient lighting, and new split units to optimize energy consumption and reduce operational costs. Ark Energy has been appointed as the third-party auditor for the project to ensure accurate and adequate M&V reporting.
Challenge
The issue arises that the client requires accurate M&V reporting for the targeted energy savings of 337,616 kWh. The M&V reports will be shared with the project funder, UNIDO, to validate the impact of the energy efficiency retrofit. However, the ESCO lacked the essential IPMVP background to ensure accurate and reliable M&V reporting. Without a robust M&V framework, there was a risk of miscalculating savings, which could affect funding approval and future energy efficiency initiatives.
Main Objective
The primary objective of this activity is to ensure adequate M&V reporting using IPMVP Option A that accurately reflects the achieved savings from the energy efficiency retrofit at the hospital. This includes assessing the impact of the selected ECMs (Energy Conservation Measures) on reducing energy consumption and optimizing operational maintenance.
Approach
The Ark Energy team, acting as the third-party M&V auditor, collaborated with both the client and the ESCO to analyze the collected data and develop M&V reports aimed at ensuring accurate energy savings figures. This approach was strategically designed to enhance the accuracy and reliability of M&V reporting, with a primary focus on accurately reflecting the actual data. Key measures implemented as part of this effort include the following:
- Developed Option A M&V Package that includes M&V Plan, M&V Calculation Sheet, and M&V Report Template as per IPMVP 2022
- Deployed Ark Energy high-precision Option A M&V Module to calculate the achieved energy savings from each ECM
Results
The results that were generated from the project include the following:
- Ensured accurate M&V reporting in line with IPMVP standards, providing reliable energy savings data for the client and the project funder, UNIDO
- Minimized data discrepancies by analyzing and verifying collected data, leading to improved confidence in the reported energy savings and the performance of the retrofits
- Enhanced decision-making for future energy efficiency projects by providing transparent and accurate performance metrics, ensuring that the client could confidently assess the impact of the implemented ECM
